James L. Winston

President of the National Association of Black Owned Broadcasters, Inc.

 James L. Winston is President of the National Association of Black Owned Broadcasters, Inc. and a partner in the Washington, D.C. law firm of Rubin, Winston, Diercks, Harris & Cooke, L.L.P. Mr. Winston became Executive Director and General Counsel of NABOB in February 1982, and was promoted to President in December 2014.

Mr. Winston leads NABOB’s federal government relations and advertising industry outreach efforts. During the 1980s and early 1990s, Mr. Winston helped NABOB grow to 250 radio stations and 25 television stations. Mr. Winston also helped create the NABOB Telecommunications Education and Management Foundation, a 501(c)(3) foundation, which is engaged in educating the next generation of broadcast industry leaders. Mr. Winston has received numerous industry honors for his work with NABOB and the Foundation.

Before starting his law firm and joining NABOB, Mr. Winston served in several positions in law firms and corporations. From 1978 to 1980 Mr. Winston served as Legal Advisor to Commissioner Robert E. Lee at the Federal Communications Commission. In his law practice, Mr. Winston specializes in representation of radio and television stations, and other clients in the telecommunications industry.

Mr. Winston is a graduate of the Harvard Law School and is admitted to practice law in the District of Columbia, New York and Massachusetts. Mr. Winston also holds a Bachelor of Science degree in Electrical Engineering from the University of Pennsylvania.
